Where this page gives one number for Bolton, it is a summary of those neighbourhoods: the median of them for prices and rankings, and a population-weighted average for crime rates. Two houses on the same road can fall in different neighbourhoods.
Deprivation is a relative ranking of areas against each other, not a measure of anyone's circumstances. Every deprived area contains people who are not deprived, and every affluent area contains people who are struggling.
